Eligibility
Candidates should have a Bachelor’s Degree of minimum three years duration or its equivalent (under the 10+2+3 or 10+2+4 or 10+2+2+1 year bridge course pattern of study or any other pattern fulfilling the mandatory requirements of 15 years formal education) from a recognised university, in Arts/ Commerce/ Medicine/ Law / Nursing/ Sciences/ Engineering/others with a minimum average of 50 per cent of marks (40 per cent for SCs and STs).
The final selection for TISS is made through personal interviews. Those already with work experience will be preferred.

INTRODUCTION
The number of organisations working on disaster management has increased over the years; even then, there are limited academic programmes in the country that offer a systematic and intensive focus on the scholarly discourse on emergency management, research, and field exposure.
Jamsetji Tata School of Disaster Studies launched a Master’s programme in Disaster Management 17 years ago, focusing on understanding disasters from the vantage point of science and technology in prevention, prediction, mitigation and response. The Master’s programme fosters a critical appreciation of current approaches to development, disaster risk reduction, response and recovery. The school's experience in offering the online IFRC-TISS Certificate in Disaster Management for over ten years indicates that the need for an academic orientation of field-based staff is essential globally and helpful for working professionals to expand their profile. Considering this, the Certificate in Emergency Management will provide a crucial academic platform to professionals and young graduates to upskill themselves or those entering the emergency management space within the government. The certificate will be helpful for students interested in exploring this sector and will be used as an introductory course to seek admission for higher qualifications in India or abroad. Graduates with this certificate degree will find opportunities in disaster risk reduction and disaster management programmes, allied developmental sectors, government and non-government organisations, and consultancy firms. They could also pursue research, training and teaching careers in disaster studies and allied disciplines.
Alignment with NEP - The Certificate in Emergency Management is proposed as a certificate for professionals who are keen to build up their expertise in Emergency Management. As per the mandate of the NEP 2020 on lifelong learning and upskilling, this certificate is focused on encouraging working professionals to specialise in Emergency Management, with a specific focus on research in the emergency management context. The certificate will help professionals to upgrade their professional skills and gain domain-specific knowledge. The courses in the Certificate Programme follow the course category proposed by the NEP 2020, and the Indian Knowledge component has been included. The credits earned by completing the Certificate in Emergency Management will also be a part of the Academic Bank of Credits and can be utilised by students to pursue higher academic degrees in India or abroad.
RATIONALE
Emergency management is a crucial domain of the larger applied discipline of disaster management. It focuses on understanding the coordination and management of resources and responsibilities pertaining to the mitigation of, preparedness for, response to, and recovery from an emergency. It helps turn awareness of a community towards the natural hazards and risks it faces into actions that improve its capability to respond to and recover from disasters. A good emergency management system will thus work towards limiting casualties, restoring the essential life support system, alleviating suffering, preventing further loss, and, most importantly, providing the foundation for recovery. With the increasing incidence and intensity of disaster events, there is a constant demand for professionals trained in the basics of emergency management. Critical gaps in capacity are observed in disaster planning, contingency planning, disaster assessment and vulnerability assessment, which require more field-based research. Response operations are often characterised as a short and highly pressurised period of extremely transient activity with multiple entities involved. The availability of resources and management, self-reliance of the community, and external assistance are also vital to the response.
Furthermore, identifying response requirements and assessing response needs is beneficial for appropriate response planning. Some challenges experienced during an emergency response are inadequate policy, planning and preparedness; poor organisation and readiness of response agencies; poor coordination; lack of public awareness; delayed action, delay in initiating response action and damage assessment, the impact of the crisis itself and loss of communication efficacy of response.
A broad understanding of the multiple actors involved in emergency management and disaster response, as well as systematic research in these fields, is necessary for continuous improvement in the standards to be upheld in humanitarian aid, relief, rehabilitation, and development. Knowledge and skills are also required to work with multi-disciplinary teams in disaster response and recovery situations.
